尼莎颱風日前帶來豪雨，百齡橋下停車場數十輛汽車泡水，民進黨台北市長候選人陳時中昨（22）日表示，人車都還在外面就關水門放給它淹說不過去，若他當選，絕不讓這種事再發生。他今（23）日受訪時表示，只有SOP（標準作業程序）市長可以不在，這個講法說不過去，未來將會完整說明河川治理政見。

陳時中昨天在鍾佩玲競總成立大會上致詞表示，從這幾天可以看到，台北稍微下雨，市長不在，回來也不甘不願，要市民自己負責；SOP（標準作業程序）很重要，但不能只有SOP，要有人作決定，市長就是作決定的人，如果只靠SOP，市長就不用選。他並強調，若自己當選台北市長，以後絕對不會人還在水門外就關水門。

對此，陳時中上午出席台北客家義民嘉年華挑擔奉飯主祭典禮後，轉往龍泉市場掃街拜票前受訪時表示，大家都知道，訂定相關規則就要有人去遵守、去督導，萬一在上面有問題時，必然要有決策單位的人來做決定，這是一定的；這樣整體一套的施政上都是這樣子，絕對不會說只有SOP，然後市長都可以不在，這個講法是說不過去的。至於未來在河川治理上，他會在記者會上向外界完整說明。

此外，針對台北市城市博覽會預算除動用第二預備金外，還另外動用各局處預算及一備金1262萬元，遭市議員質疑迴避監督，陳時中回應，規避這樣的決議是一回事，跟市民說明清楚更重要，要求柯市府應該把預算講清楚，為什麼一個博覽會，短短幾天，參與的人也不是那麼多，需要花到那麼多的錢？這不是說一定不行，但是市府有責任把它說清楚。
